Through the Juvenile Probation Department and the Mayor's Office of Children, Youth, and Their Families, S.F. plans to spend $2.7 million this year on 22 community-based organizations (CBOs), at an average rate of $675 per kid per year.
The majority (15) of these groups provide what's called case-management services. They enroll kids who are on informal or court-ordered probation and assess their circumstances, which tend to include troubled families, substance abuse, and street-gang membership.
Depending on where the difficulties lie, these case managers make secondary referrals to an extended network of nonprofits, some of them dependent on city funds via other sources, which offer a passel of rehabilitative, vocational, and recreational services, ranging from computer training and West African dance to substance abuse and family-violence counseling.
