Timing is everything, or at least something, and once in a while the forces of justice catch a break. Two weeks ago, certified prick Rush Limbaugh offered a solution — "There's always the neighborhood dumpster" — to poor kids for whom summer means not only no school, but no school lunches. A heartless and indefensible comment, yet in one sense backed up by Jeremy Seifert's Dive! Living Off America's Waste (5 p.m.). The curtain-raiser of the two-day Frozen Film Festival, the doc lifts the lid on the amount of perfectly edible food thrown out by grocery stores every day. (Rest assured that Seifert is not encouraging adolescents to forage for themselves behind Safeway, nor are we.) Timing is irrelevant, however, if you're one of the immortals, as Geoff Edgers discovers in his first-person pursuit of certified genius Ray Davies and the Kinks, Do It Again (9:30 p.m. today and 6:15 p.m. tomorrow). And in the end, time waits for no one, pricks or geniuses, which is why short-film directors pack so much into so few frames, as evidenced by the five shorts programs spanning animation, comedy, nonfiction, and even a hodgepodge of crime and Westerns.
