By law, however, Schwarzenegger had to push the plan through regional State Building Authority panels. And Casper told me he would use his position to attempt to block the sale. The Associated Press reported the privatization would ultimately have cost taxpayers $1.1 billion. Other media revealed political insiders benefiting from the deal.
The plan eventually moved to the desk of Gov. Jerry Brown, who scotched it.
Casper had won a public range war against his party's top official in a way that happened to benefit Democrats politically. But he happened to be correct on principle.
True to form, Casper was pleased with the result. "They're back in the hands of those who consider that public assets belong with the public," he said of the buildings when he called me with the news.
Casper was a committed Catholic. If he was right — as he so often was — perhaps he's in good hands now, too.

In the sophomore honor class at SI our first English assignment was to write a Shakesperean sonnet (abab etc.), Don wrote his in Latin!!! He was the only kid I knew who had an office--at Sts Peter & Paul where he was "Chief Archivist," and lead proponent of sainthood Father Trinquieri. He read Canon Law! Don's hyper-politeness and near-fuddyduddyhood could put anyone at ease. He had a terrific sense of humor about himself. RIP.

"Casper was a committed Catholic", this may upset some liberal progressives, but being raised Catholic was not all bad. (a lifelong democrat) Catholic priest and nuns taught us much more then just reading and writing. They taught us to stand up for the little guy, to play fair because cheating meant you didn't win (Schwarzenegger cheated in more ways then one),and not to judge people by the color of their skin. My Catholic friends agree that many of the 60's Peace & Freedom protesters were raised in hard working middle class Catholic homes and did it for purely altruistic reasons.Something Mr. Casper's more conservative friends may find difficult to understand.
