I attended a San Francisco Police Commission meeting in 2005. One might become privy to some interesting information during these presentations. The San Francisco Police Chief at that time was Heather Fong, also present. One disclosure was that “everyone knows that if you misbehave, then you go to the Tenderloin,” a male officer said. I have no reason to believe that this was common knowledge only in 2005, but for a very long time, and to the present. Perhaps changing the drug subculture requires a change in how locals think and value the whole city of San Francisco, not just the sacrosanct neighborhoods?
