With its stained carpets and garish décor, there's no denying that Tommy Toy's isn't the place it once was, and it definitely isn't courting the kinds of folks looking for a hip, modern room to drop a chunk of change on a meal. And with the death of its namesake and founder in 2008, it's unlikely to again attract the caliber of celebrities who used stop by: Frank Sinatra, Clint Eastwood, Mikhail Gorbachev. But today's hoi polloi — and, judging from the usual attendance in the bar on any given day, most San Franciscans — are missing out on the best happy hour in the Financial District. Perhaps it has to do with the best-kept-secret part of the equation, but there's something about the unintentionally shabby-chic environment that makes Tommy Toy's bar extra comfortable. And isn't relaxing usually the point of happy hour? From 5 to 7 p.m., Monday through Friday, the deals are great: Small plates like crispy spring rolls, baby-back ribs, and grilled prawns are $5, and all drinks are half off. So after James the friendly bartender serves up a Maker's on the rocks and Bombay martini with a warm smile, you'll return the gesture as you only have to hand over $10.50.
