    Tesoro Refinery Spews Black Smoke

    KGO RadioSmoke ... and fire​A power outage apparently forced workers in the Tesoro refinery on the outskirts of Martinez to burn off excessive amounts of material, leading to an ongoing plume of black smoke blanketing the area. Those who'd rather not inhale said smoke are advised to stay indoors.
